Publication of the report: Challenges and Practices of Inclusiveness in Kosovo’s Security Sector

Kosovar Centre for Security Studies (KCSS) has published today the research report "Challenges and Practices of Inclusiveness in Kosovo’s Security Sector".

This report provides an overview of the current state of inclusion of non-majority communities in the Kosovo Police (KP) and the Kosovo Security Force (KSF), with particular emphasis on the Serb community. The research analyzes the process of inclusion in these institutions and the measures taken to ensure sustainability in such process. In addition, particular attention is paid to the recruitment process, practices in this regard and the specific measures taken to bring all non-majority communities closer to these institutions. Among others, the report offers an overview of the functioning of existing internal mechanisms that oversee and contribute to the development of inclusive policies. The research also focuses on the integrity of members of non-majority communities, especially in the KP, and the challenges that arise in ensuring integrity.

The report reflects the extensive research of KCSS in recent years in Serbian-majority municipalities, as well as the field research of the KCSS team in municipalities where other non-majority communities reside. For the purposes of the research, two public discussions were organized in Gracanica and Shterpca and a series of interviews with civil society, local institutions and government representatives were conducted. Furthermore, the statistical data of the report have been formally obtained from the KP and KSF, while the research team has carried out a detailed analysis of the contents of the official documents, reports and the relevant legal framework. Moreover, the report data rely on KCSS existing programs on integrity and inclusion in security institutions, continuous consultations and meetings with experts and institution representatives, and the involvement of the KCSS team in various processes in the security sector in Kosovo and the region.

The publication of this report marks the conclusion of the project " Fostering an Inclusive and Resilient Security Sector in Kosovo". The project has been implemented since October 2019 and is supported by the Canada Fund for Local Initiatives (CFLI).
